Pennsylvania taxes income at a flat 3.07 percent, but Social Security, military pensions and eligible employer plan payments after retiring are not taxed.
That is the 2025 rate, and Railroad Retirement benefits are not taxed either. Eligible employer plan payments, including from a 401(k), are not taxed once you meet the plan's age or years of service conditions and retire. IRA withdrawals are not taxed at or after age 59 1/2; taken earlier, the part above what you put in is taxed, and money paid as an inducement to retire early is taxed as pay.
Workers also pay a local earned income tax. The Department of Community and Economic Development, 888-223-6837, says the rate withheld is the higher of the rate where you live and the rate where you work, and a person who lives outside Pennsylvania but works there still owes the work-location rate.
To change your domicile, the Department of Revenue looks for evidence of three things: a firm intention to end Pennsylvania as your main base, a firm intention to make the new place your main base, and your actual presence and home there. The change dates from your first day in the new place. No one item decides it; the department weighs where you spend the most time, work, bank, hold a driver license and car registration, vote and file tax returns. Keeping a house or apartment in Pennsylvania and spending more than 183 days there in a year makes you a statutory resident even if your domicile is elsewhere.
In the year you move, a part-year resident with more than $33 of Pennsylvania gross taxable income files a PA-40. You are taxed on income from all sources while a resident; after the move, Pennsylvania does not tax your ordinary interest, dividends or gains on intangible property, but it still taxes income from Pennsylvania sources.
For a person who dies a nonresident, the department's return says all real property and tangible personal property located in Pennsylvania is taxable, so a house kept there after a move is still taxed.
PennDOT asks you to mail the Pennsylvania plate back once you have a plate from your new state, to the Bureau of Motor Vehicles, Return Tag Unit, P.O. Box 68597, Harrisburg, PA 17106-8597. It is then marked a dead tag, which PennDOT says helps protect you from fraudulent use. A vehicle registered in Pennsylvania must stay insured; a lapse of more than 30 days suspends the registration for three months, and returning the plate and registration card when the insurance is cancelled avoids the suspension.
Interstate 95 runs from Pennsylvania to Miami. Amtrak's Auto Train runs nonstop and daily between Lorton, Virginia, near Washington, and Sanford, Florida, near Orlando, carrying passengers and their cars.
The Weather Service's January normals for Pittsburgh for 1991 to 2020 are a high of 36.3 degrees and a low of 21.4. Orlando's January normals for the same years are a high of 71.8 and a low of 49.5.
