What changes for your taxes and your car when you move from Massachusetts to Florida?

Massachusetts puts the burden of proving a change of domicile on the person who claims it, and it does not ask you to return your plates.

The Department of Revenue defines domicile as your true home or main residence, and you have only one. You are a full-year resident if your home is in Massachusetts all year, or if you keep a permanent place of abode there and spend more than 183 days of the year in the state, counting partial days. A permanent place of abode is a dwelling that someone, not necessarily the owner, continually maintains. A temporary absence, or one longer than expected, does not change domicile; you must also have no intention to return.

In the year you move out, you are a part-year resident and generally file Form 1-NR/PY, the Nonresident or Part-Year Resident Income Tax Return, with Schedule R/NR where it applies.

When the department looks at whether someone changed domicile, the factors it lists include

  • buying or leasing a home in the new place
  • moving personal property there
  • taking permanent work there
  • closing Massachusetts bank accounts and opening new ones
  • changing voter registration
  • getting a driver license and vehicle registration there
  • changing church and club memberships

It can also ask for about five years of history, including addresses and months spent in each state, dates present in Massachusetts, voting history and where dependents attended school.

Massachusetts taxes wages, interest, dividends and other income at 5 percent and short-term capital gains at 8.5 percent. A 4 percent surtax applies to income over $1,083,150 for 2025 and over $1,107,750 for 2026.

Social Security is not part of Massachusetts gross income, and many government pensions are exempt. Most private pensions and annuities are taxable, and traditional IRA withdrawals are taxable, though the Massachusetts amount can differ from the federal one. A retiree living on Social Security and an exempt government pension owes Massachusetts nothing on either, so that person saves less by moving than someone drawing a private pension or IRA.

For the car, the Registry of Motor Vehicles says plates do not have to be returned when you cancel the registration; you recycle or destroy them. Cancel online, download the Registration Cancellation Receipt, and give your insurance company a photocopy. Online cancellation is not open when a vehicle has two owners; both sign the Affidavit for Cancellation of Registration and mail it. Once canceled, the vehicle cannot be driven on public ways in Massachusetts. RMV guidance to insurers says a policy covering a Massachusetts registration should not be canceled until another insurer covers the vehicle or the plates are confirmed canceled.

Canceling also matters for the motor vehicle excise. You may qualify for an abatement if you canceled because you moved out of Massachusetts, but canceling alone does not qualify; your local assessors' office needs documentation of the move and any other actions state law requires. A revoked registration stays subject to excise unless it is canceled.

Florida's own steps for a license and registration are in the site's general answers. I-95 runs through Massachusetts, and Amtrak's Auto Train, from Lorton, Virginia, to Sanford, Florida, saves 900 miles of driving by Amtrak's figure.

Income tax questions go to the Department of Revenue at 617-887-6367, or toll-free in Massachusetts at 800-392-6089, 9 a.m. to 4 p.m., Monday through Friday. The RMV takes questions through its online Ask the RMV form and at its Contact Center, 857-368-8000.
