Help with rent runs through local housing authorities, not through the state and not through HUD directly.
For a Housing Choice Voucher, often called Section 8, you apply to a specific local housing authority, and each one keeps its own list and opens it on its own schedule; moving to Florida does not create eligibility or move you up a list. If you already hold a voucher somewhere else, the move, which HUD calls portability, starts with the authority that issued it. Housing for very low-income seniors and for people with disabilities, under HUD's Section 202 and 811 programs, is run through non-profit owners and applied for separately.
